In early 1991 LCDR Michael Scott Speicher was shot down over Iraq. At the time of his shoot down, he was declared killed in action. Evidence later discovered, including the absence of the aircraft's canopy and ejection seat at the wreckage site, indicated that he might have successfully ejected from his F/A-18.

During the last year, press accounts appeared that suggested that LCDR Speicher may currently be alive in an Iraqi prison. If that is true, then our government has failed utterly to keep faith with one of our nation's defenders. At the very least, our government must continue to aggressively pursue all means available to determine LCDR Speicher's status. If there is any evidence whatever that he may have survived, then we should demand a full accounting from the Iraqi government. Further, if there is any evidence that he may still be alive, then we should make clear to the Iraqi government that failure to return him promptly to the U.S., alive and well, will be met with the most severe consequences.

I urge you to contact Secretary of State Colin Powell and Secretary of Defense Donald Rumsfeld to insist that a full revelation of facts concerning the loss of LCDR Speicher and if he is alive, his safe return be made a primary objective of our government's policy toward Iraq. Nothing less should be accepted.
